The union’s code now includes the scheme, which was written in 2022. The International Committee Framework on Fairness, Inclusion, and Non-Discrimination on the Basis of Gender Identity and Gender Variations, which was adopted in November 2021, serves as its foundation. With the help of this model, the worldwide federation for each sport can assess the eligibility of transgender athletes.

USA Boxing’s underlying goal is the protection of all boxers and fair competition between all boxers, according to a statement made by the organization in an August 2022 release. This is because the IF has no determined transgender enrollment and boxing is regarded as a combat sport.

Minors must compete in accordance with the federation’s policy as the sex assigned to them at birth.

According to the policy, a normal testosterone range for adult boxers is between 10 and 10 nanomoles per liter (nmol/L) for male athletes and less than 3.1 nmol/L for female athletes. These numbers are partially based on research from the Harvard Medical School Teaching Hospital and the Boston Children’s Hospital Sports Medicine Division.

According to the plan, a boxer who switches from being male to female is eligible to compete if she has “declared that her gender identity is female” and undergone gender reassignment surgery. Male-to-female athletes are also required to submit USA Boxing documents detailing their testosterone levels for at least four years following surgery and to have monthly hormone tests.

Additionally, they must demonstrate that for at least 48 weeks prior to their first competition and the entire time they compete in the adult class, their hormone levels were below 5 nmol/L.

Some feared that the policy had unfairly favored transgender female athletes and endangered boxers.
